Safe to Create + Minding Creative Minds

Last verified 28 May 2026

The Irish screen sector operates two complementary wellbeing instruments:

  • Safe to Create — the policy and behavioural framework for safe, inclusive working in creative industries
  • Minding Creative Minds — the free wellbeing service that actually delivers mental-health support to creative-industry workers

Both are referenced in Screen Ireland (Fís Éireann) funding terms and in the Industry Code of Conduct family. They are not the same thing — Safe to Create sets standards; Minding Creative Minds provides clinical support.

Safe to Create

Established as an industry-wide initiative supported by the Arts Council and Screen Ireland. Operates two principal instruments:

Code of Behaviour

The Safe to Create Code of Behaviour for the Irish Creative Sector is the umbrella behavioural framework that Screen Ireland-funded organisations sign up to. It is the principal reference referenced in the Section 481 application.

Covers bullying, harassment, discrimination, bystander obligations, mental health and wellbeing, working conditions. See Industry Code of Conduct for the detailed clauses.

Online learning modules

Free 1-hour self-led online modules available in English / Irish / Polish / Portuguese (the principal languages of the screen-sector workforce):

ModuleWhat it covers
Bullying and HarassmentDefinitions, recognition, reporting
Unconscious BiasWhat it is, how it operates, mitigation
Active BystanderWhen and how to intervene

These three modules are the three mandatory courses that all Screen Ireland-funded productions must evidence completion of — senior management at least 2 of 3, all crew at 80% completion. See Mandatory online courses — Bullying, Bystander, Unconscious Bias for the threshold detail.

Confidentiality

Use of Minding Creative Minds services is fully confidential. Producers do not see who from their crew has accessed the service. Producers can promote the service to crew but cannot require its use or audit its usage.

How they relate to each other

Safe to Create sets the standards a production must operate under. Minding Creative Minds provides the support service that workers can self-refer to when they need it. The two interlock:

  • A production with a healthy Safe to Create posture reduces the need for crew to escalate to Minding Creative Minds (better baseline conditions)
  • A production with concerns flagged via Safe to Create reporting channels can signpost affected workers to Minding Creative Minds
  • A crew member experiencing distress can access Minding Creative Minds directly without going through any Safe to Create-mediated process

Pitfalls

⚠️

Don't conflate the two in your producer briefing. Producers occasionally tell crew "we comply with Safe to Create" when they mean "we signpost Minding Creative Minds." The two are different. Safe to Create is the policy framework; Minding Creative Minds is the support service. Brief crew on both, and explain the difference.

How Togra supports this

The Cúram compliance pack carries Safe to Create artefacts (signed adoption letter, mandatory courses tracking via Mandatory online courses — Bullying, Bystander, Unconscious Bias, reporting log). Minding Creative Minds appears on the project's wellbeing-resources page as a signposted service for crew — the production company doesn't track crew access (confidentiality is preserved) but does evidence that the service has been promoted in the production's induction materials.
