# Iarratas (Funder applications) — User Guide
The application-packs module of Togra: the single home for generating and tracking every funder and tax-credit application across Ireland, the UK, NI and the EU — and how it stays distinct from the money-and-credit tracking in Airgead.
1. What Iarratas is for
A producer applies to a lot of bodies: Screen Ireland (a dozen schemes), Coimisiún na Meán, DCCS (the S481/S487A cultural certs), HMRC (AVEC), the BFI suite, NI Screen, Screen Scotland, Ffilm Cymru, Creative Europe MEDIA. Each has its own form, its own caps, gates and attachments. Iarratas is where you assemble and track those applications. It is a single discovery surface for every funder-application pack and tracker, pulled out of Airgead → Plan (which had become overloaded) into a coherent application-stage module.
The key distinction it draws: Airgead tracks the money and the credit; Iarratas generates the documents you submit. The S481/S487A/AVEC trackers (the claim lifecycle, caps, status) stay in Airgead → Tax credits; the application packs (the pre-filled, body-shaped bundles you send) live here. Most packs are pre-filled from the structured data already in Togra, so you're reviewing and exporting, not re-keying.
2. How the module is laid out
Iarratas is a launcher with tabs by issuing body:
- SI — the Screen Ireland suite.
- CnaM — Coimisiún na Meán (Sound & Vision and others).
- DCCS — the S481 / S487A cultural-cert application packs.
- HMRC — the UK AVEC application pack.
- UK / other — BFI, NI Screen, Screen Scotland, Ffilm Cymru, Creative Europe MEDIA.
- Rounds — the funder-round catalogue across jurisdictions.
Each pack is project-scoped (pick the project) and exports a body-shaped DOCX/PDF or paste-bundle.
3. The packs in detail
Screen Ireland (SI)
The fullest suite, because SI is most Irish producers' core funder:
- SI Production Application (
si-creative-app.php) — a generic SI Production Funding editor: pick the scheme (Fiction Irish / Fiction Creative Co-Pro / TV Drama / TV Animation / Doc Feature / Doc Series / Doc Creative Co-Pro / Completion) and the right cap, AICE ratio, gates and female-talent enhancement apply automatically. - SI Development Application (
si-dev-application.php) — the generic SI Development editor (Feature / Additional Feature / TV Drama / First-stage & Additional Documentary / Animation), with the right cap, match-funding and submission-history limits. - SI Production Spec Form (
si-pspec-pack.php) — auto-fills the 16-page Production Specification Form from every structured surface (entities, tax clearance, HoDs, bank accounts, chain of title, clearances, recoupment corridor, completion bond, credits, distribution). Required before financial closing. - SI Pre-Production Fund (
si-ppf.php) — the bridging facility between offer and closing, with the eligibility gate, the 25%/€150k cap calculator, match-funding check and admin-fee tracking. - SI Post-Award (
si-post-award.php) — log SI's decision (offered / partial / RFI / declined / withdrawn), the female-talent uplift, the ICAI M45 audit cert (auto-detected when dev funding > €15k), and the sales-report filing log (which gates new applications when overdue). - SI Drawdowns (
si-drawdowns.php) — the per-tranche drawdown ledger (expected vs received, into which production bank account — SI requires the production-specific account or it's material default). - SI Progress Report (
si-progress-report.php) — the Producer's Progress Report, with the offer/expiry dates, the one-shot 6-month extension rule, 30/60-day warnings, and a pre-filled DOCX. - SI NAPF (
si-napf.php) — the Nationwide Additional Production Fund (outside 65km of the GPO), computed from your locations register. - SI Direct Distribution Loan (
si-direct-distribution.php) — the self-distribution P&A loan (€20k / 90% cap). - SI Recoupment Corridor, SI E&O Compliance (
si-eo-compliance.php— the four Spec-Form Section E assertions), and SI Conditions Precedent (si-cp-checklist.php— the close-contracting CP roll-up linking to canonical surfaces).
CnaM, DCCS, HMRC
Sound & Vision tracker (cnam-sv.php) — the CnaM S&V 4 application tracker with live rule checks (funding-matrix cap bands, state-aid territory spend, peak-time slot, broadcaster letter, subtitling, Irish-language %, themes) and the live rounds with countdowns; plus a generic tracker for non-S&V CnaM schemes. DCCS — the S481 and S487A cultural-cert application packs (the trackers stay in Airgead). HMRC — the AVEC Pack PDF (avec_pack.php), HMRC-shaped (the AVEC tracker stays on Airgead → Tax credits).
UK & EU
A deep BFI suite (Filmmaking Fund, Doc Society, Audience Projects, Global Screen Fund, NETWORK, Innovation Challenge, Sustainable Screen, Screen Heritage, Locked Box, plus a generic tracker), the NI Screen suite (Production, Development, ILBF, Green Lit, USBF + the Ulster-Scots consultant tracker, Documentary, Games Dev, Travel Bursary, generic), and generic trackers for Screen Scotland, Ffilm Cymru Wales and Creative Europe MEDIA. Each bespoke pack is strand/pillar-aware and pre-filled from the project, with live gates (65%-financed, Cultural Test points, Diversity Standards) and a portal paste-bundle.
4. Iarratas and the rest of Togra
- Iarratas ↔ Airgead. The deliberate split: trackers in Airgead → Tax credits (the claim lifecycle, caps, status), application packs in Iarratas (the documents). Some surfaces (the SI Recoupment Corridor) appear in both because they're both a financing structure and an application artefact — the same single page.
- Iarratas reads everything. The packs pre-fill from across Togra — entities and tax clearance (Teoranta/Airgead), chain of title and clearances (Cearta), insurance (Cúram), locations and crew (Bordáil), soft money and budget (Airgead) — so an application is assembled from data you've already entered.
- Deadlines flow out. Funder-round closes and SI offer/expiry dates feed the calendar and the approvals inbox (funder round closing).
Audit note (2026-06-07): Iarratas is correctly scoped and was itself the fix to an earlier overload — it pulled the application packs out of Airgead → Plan, and the tracker-vs-pack boundary is explicitly maintained on the pack cards ("the tracker stays on Airgead → Tax credits"). Dual-surfaced items (e.g. the recoupment corridor) are single pages reached from both their financing and application contexts. No surface needed to move.
5. How this makes applications easier for a production company
- Every funder, one place. No hunting across modules for the right form — every pack across IE / UK / NI / EU is in one launcher, by issuing body.
- Pre-filled, not re-keyed. Packs assemble from the structured data already in Togra, so applying is reviewing and exporting, with the scheme's caps, gates and ratios applied automatically.
- The rules are baked in. Scheme-specific caps, AICE ratios, female-talent enhancement, match-funding, 65%-financed gates and Cultural Test points are computed live, so an application is checked before it's sent.
- Submission history is tracked. Post-award decisions, drawdowns, progress reports and the filing logs that gate new applications are recorded, so the relationship with each funder has a memory.
6. Worked example
An SI production application. Open SI Production Application, pick the scheme — the cap, AICE ratio and gates apply; the pack pre-fills from the project, soft money and budget. Run the SI Production Spec Form to assemble the 16-page form from your entities, chain of title, bank accounts and clearances. When SI responds, log it in SI Post-Award; track the money via SI Drawdowns; keep the SI Progress Report current so new applications aren't gated. Throughout, the S481 claim is tracked separately in Airgead → Tax credits.
