Skills Development Officer (SDO) is a project-specialist persona with a narrowed view, for the person running the skills-development requirement that the Irish screen credits attach to a production (the Tab F / skills plan). One freelance SDO often runs skills across productions in several companies.
## Where you land
You land on the SDO hub (sdo.php) — your cross-slate, cross-company view of every production you run skills development for. It's an action queue: every blocker (eligible spend missing, plan below the participant floor, roles unfilled close to the shoot, ILPs unsigned, courses under threshold, stale journals) links to the page that clears it, and upcoming SI engagement meetings sit alongside.
## Your surfaces & workflows
- Plan first, people second. The plan layer works roles-first: define the skills roles (each with its own training & development plan), then fill the roles with participants — each filled role seeds the participant's Individual Learning Plan. Tab F is applied for before participants exist, so the unfilled roles ride as TBC and Tab Z later reports plan-vs-actual variance per role, with your explanation attached.
- The evidence loop. Participants write their own journals, task sheets and feedback from their Cast & Crew portal login (with a nudge when a journal goes stale); supervisors and mentors get a standing sign-off and feedback channel; and the whole evidence base bundles into a ZIP — with named warnings for any gaps, never a silent pass.
- The pack — Iarratas. The Tab F Skills Development Plan generates on Screen Ireland's own XLSX template (different per credit), plan-first. The Stage 3 QA Compliance Report pre-drafts on SI's own document from recorded data — facts with counts filled in, judgement slots left as explicit "[Producer to complete]" placeholders. The credit tracker sits in Airgead → Tax credits; you own the skills evidence that feeds it.
- Sharing progress with SI. Mint a read-only progress link (14-day expiry, revocable) from the engagement log when Screen Ireland wants to see where the plan stands between meetings.
- Scripted vs unscripted. S481 and S487A have different skills regimes (3 vs 2 meetings, different thresholds) — the surfaces are credit-aware, and the Stage 3 deadline (12 weeks from production completion) is tracked for you.
