Togra for Luxembourg producers
How Togra runs a Luxembourg production company: Film Fund Luxembourg selective aid from the first estimate to the last payment tranche, Luxembourg's co-production agreements, and the company calendar.
What a Luxembourg company gets
A company that chooses Luxembourg as its home works in euro and in Luxembourg's terms: Film Fund Luxembourg's selective aid (AFS) in place of another country's tax credit, the Fund's own categories and rules, and the matricule on onboarding.
- The AFS for writing, development and production, with the aid ceiling worked out for the project.
- Readiness for the application and the obligations after an award, check by check.
- Luxembourg's bilateral co-production agreements with France, Germany, Austria, Switzerland, Canada and China in the co-production structurer.
- The Fund's repayment added to the waterfall.
The producer's journey

A Luxembourg company
The company profile holds the company's Luxembourg details, and Luxembourg as the home territory sets the currency, the funders and the terms used across the slate. Workers onboarded to a Luxembourg payroll give their matricule, the 13-digit national identification number, which Togra stores encrypted.

Selective aid and its ceiling
Each project can carry an AFS for writing, development or a pilot, an AFS for production, and the Fund's other strands. The application records the category, the project, the Luxembourg spend, fees and crew, and the producer's own estimate on the Fund's selection grid. The ceiling is the lowest of the category's maximum, the aid intensity (50% of eligible costs, 60% where more than one EU Member State finances the work) and the Fund's cap on the aid's share of the financing.
The Fund's Rules are being redrafted, so Togra treats their figures as provisional. Where the Rules and the law or its regulation disagree on the Luxembourg spend, both are shown with their citations, and an application keeps the rule set it was assessed under.

From the dossier to the last tranche
Readiness runs in two stages. Before applying: the application documents, the portal dossier and the mandatory trainings. After an award: the committee decision and the convention, the payment tranches with the spend proven for each, the certified final cost report, and the reporting, credit, premiere and delivery obligations.

Co-production
The co-production structurer carries Luxembourg's agreements with France, Germany, Austria, Switzerland, Canada and China, each checked against its own minimum shares, and runs the AFS ceiling inside a scenario. The aid is repaid pari passu from the Luxembourg producer's net receipts above €200,000, and the repayment can be added to the project's waterfall.
