Togra for Belgian producers
How Togra runs a Belgian production company: the Tax Shelter planned from the budget, the VAF and Centre du Cinéma applications, the Communities' co-production agreements, and the company calendar.
What a Belgian company gets
A company that chooses Belgium as its home works in euro and in Belgium's terms: SPF Finances, the Crossroads Bank for Enterprises, the ONSS and Intervat, with your own Community and Region deciding which funds come first.
- The Tax Shelter certificate your budget supports, which limit sets it, and the Belgian spend it needs.
- Framework agreements, the Community's approval as a European work and the certificate, tracked to the end.
- Application bundles for the VAF and the Centre du Cinéma, and the regional funds in the funder catalogue.
- The Communities' co-production agreements and the revised European Convention in the co-production structurer.
- The Belgian periodic VAT return drafted from the ledger.
The producer's journey
-
A Belgian company
The company profile holds the enterprise number and the Belgian VAT number, and records your Region and Community: Flanders, Brussels with either Community, Wallonia or the German-speaking Community. The Community decides your selective fund, your co-production agreements and who approves a work for the Tax Shelter; the Region decides your spend-based fund.

The Tax Shelter certificate
Togra works out the certificate the budget supports: 70% of the qualifying spend in the European Economic Area, at most 10/9 of the Belgian spend, with Belgian spend reaching 90% of the certificate and 70% of that direct, up to €15M a work. It says which limit sets the figure, how much Belgian spend the certificate needs, and the investor sums that use it in full.
What the production keeps depends on the investor yield and the intermediary's fee in your own agreement. Enter them and Togra works out the net; it quotes no typical figure of its own.

From the plan to the certificate
Allocate each budget account to Belgian direct or indirect spend, elsewhere in the EEA, or outside it. Record each framework agreement and Togra gives its dates: notification to SPF Finances within a month, the investor's payment within three, the spend window, and the certificate request within nine months of completion. Readiness ticks each step only once it is recorded.

The funds
The Belgium tab lists the Tax Shelter, then your own Community's selective fund and your Region's spend-based fund, then the rest. The VAF and Centre du Cinéma bundles set out each fund's ceilings, spend rule and repayment, the Centre du Cinéma's own list of documents, and the documents the VAF's regulation names, with what Togra already holds filled in.

Co-production
The co-production structurer carries the Communities' agreements with France and the Netherlands and the 2018 memorandum with Canada, each checked against its own minimum shares. With Ireland, the UK and Luxembourg there is no bilateral agreement, so the revised European Convention applies.

The company calendar
Cúram's Belgian starter pack lays out the year a Belgian production company keeps: the VAT returns and listings, the withholding tax on wages through FinProf, the ONSS declarations and contributions, the general meeting within six months and the accounts filed with the National Bank within seven, the corporate tax return, the tax advances, the UBO register and the annual company contribution.
